Who We Are

The Hoosier Heartland Area Labor Federation is a newly organized regional charter of the AFL-CIO representing union members in twenty-seven counties that stretches from the bottom of Central up to the Northeast corner of Indiana. This organization is the result of an initiative led by the National AFL-CIO.

In 2016, the National AFL-CIO collaborated with labor leaders around the state to lead a restructure initiative of the Central Labor Councils (CLCs) into three regional Area Labor Federations (pictured to the right). In an effort to strengthen and, in some cases, reinvigorate the former CLC’s, the local bodies signed a Unity Agreement pledging to come together to form these three regional Area Labor Federations; The Northern Indiana Area Labor Federation, Southern Indiana Regional Labor Council, and Hoosier Heartland Area Labor Federation.

The goal of this reorganization is to advance the mission of empowering Indiana’s labor movement through a shared vision.


This restructure has allowed local chapters to pool resources for program and streamline communication when it comes to the issues plaguing working Hoosier families. As a result more unions have joined the AFL-CIO and it continues to grow stronger as we work to organize more effectively throughout the state.

The jurisdiction of this Central Body is in the state of Indiana, representing all the counties in the jurisdictions of former CLCs, as listed below: 

Central Indiana AFL-CIO
- Counties: Boone, Hamilton, Hendricks, Marion, Hancock, Morgan, Johnson, Shelby

Howard Tipton Chapter
- Counties: Howard, Tipton

Northeast Indiana AFL-CIO
- Counties: La Grange, Steuben, Noble, Da Kalb, Whitley, Allen, Huntington, Wells, Adams

East Central Indiana AFL-CIO
- Counties: Blackford, Jay, Madison, Delaware, Randolph, Henry, Wayne, Former Grant County Labor Council


As stated in the Preamble of the HHALF Constitution, the establishment of the Hoosier Heartland Area Labor Federation: “as a subordinate unit of the American Federation of Labor and Congress of Industrial Organizations is an expression of the desire of the Unions in this community to participate fully in the achievement of the objectives of the parent Federation as it seeks to fulfill the hopes and aspirations of the working people of all America.”

We pledge ourselves to the more effective organization of working men and women;

  • to the securing to them of full recognition and enjoyment of the rights which they are justly entitled;
  • to the achievement of ever higher standards of living and working conditions;
  • to the attainment of security for all the people;
  • to the enjoyment of the leisure which their skills make possible;
  • and to the strengthening and extension of our way of life and the fundamental freedoms which are the basis of our democratic society.
